Thirty (30) Day Special Report Inoperable Fire Suppression System R.E. Ginna Nuclear Power Plant, Unit No. 1 Docket No. 50-244 In accordance with the provisions of Section 3.14.2 of R.E. Ginna Technical Specifications, this Special Report regarding inoperable components of the Fire Suppression System is hereby submitted.

On April 13,, 1992 with the Plant in cold shutdown for maintenance and refueling, station modification procedure SM-4668.1 System Fire Relay Panel" was initiated to relocate the "Fire'rotection fire relay panel. From this date the Diesel Driven Fire Pump and the Motor Driven Fire Pump were electrically isolated from the relay panel, disabling the auto start logic for these components.

Although capable of being started manually, both pumps were declared inoperable and procedure A-52.4 "Control of Limiting Conditions for Operating Equipment" was initiated at 0820 on April 13. During this period the Fire Protection Department established fire watch patrols on the fire pumps and suppression systems affected by the modification and instructions were provided to the Auxiliary Operators on starting the diesel driven pump (local pushbutton) function for both pumps was reinstated.

The Motor Driven Fire Pump was declared operable on May 1, 1992.

The Diesel Driven Fire Pump remained -inoperable for corrective maintenance due to traces of fuel oil found in the crankcase during the weekly surveillance on April 28.

Inoperable Fire Suppression System Date: May 20, 1992 On May 2, 1992 with the Plant preparing to leave cold shutdown, the fire suppression system was intact except for the inoperable, Diesel Fire Pump. To ensure redundant sources of water to the system, domestic water supply was crosstied to the fire water system per procedure SC-3.16.4.1 with the Motor Driven Pump remaining operable in standby and capable of starting from automatic actuation signals. The Diesel Driven Fire Pump was declared operable on May 13, 1992 and the crosstie removed.

During the period with both pumps inoperable =(but available through manual action) compliance with Technical Sp'ecification 3.14.2 was ensured by remaining in cold shutdown. -During Plant operations above cold shutdown with the Diesel Driven Fire Pump inoperable and the Motor Driven Pump maintained operable in standby, compliance within Technical Specification 3.14.2.2 was ensured .by establishing the "backup fire suppression water system" with the crosstie from the domestic water supply.
