Dear Mr. haynes:

This letter is to confirm conversations of Tuesday, January 25, 1983 reporting Licensee Event Report, LER 83-006/01 to the NRC Operation Center via aedicaten telephone, and to your Senior Resident Inspector.

At 1615 hours0.0187 days <br />0.449 hours <br />0.00267 weeks <br />6.145075e-4 months <br /> on January 25, 1983 during the performance or Operating Procedure O-6.13, " Daily Surveillance Log" oy the oncoming afternoon shitt, the emergency diesel generator start relay (R-1, R-2) indicating lights were found off, causing loss ot permissive start relays. The reset button was immeaiately pushed thus lignting the indicating lights anu resetting the permissive start relays.

Tne previous time that 0-6.13 was pertormed, at approximately 0800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> in January 25, 1983, the indicating start relays lights were found lit. The 1A aiesel generator was, witnout operator knowledge, inoperable for a period of time and contre ~_;

to Technical Specitication 3.7.2.b, the other diesel generator was not run continuously. Thus a prompt notification is required by Technical Specitication 6.9.2.a(2).

An investigation was initiateu immeciately to determine the cause. The investigation revealeo that at approximately 1930 hours0.0223 days <br />0.536 hours <br />0.00319 weeks <br />7.34365e-4 months <br /> on January 25, 1983 one of our Senior Reactor Operators during tne course or training one of our Reactor Operator License Candicates was demonstrating from behind the control boara the various alarm conaitions one might receive on the control boaro B302070557 830126 PDR ADOCK 050002g

i LER 83-008/01 January 26, 1983 Page 2 annunciators by setting certain switches in the off normal conditions. The SRO pulled to stop the 1A Emergency Diesel generator start switch thus actuating the annunciator alarm on front of board and rendering R-1, R-2 start relay lights off.

The alarm in the front of the board was acknowleageo by another operator. When the switch was reset to normal, the reset button shoulo have Deen pushed but it wasn't cone. Thus tor a period of approximately one hour and fifty minutes, the 1A Diesel Generator was disabled from auto start, manual start from control ocard and local start at Diesel Generator Room pancl.

The SRO and RO cancioate along witn the Shift Supervisor were cautioned by the Operation Manager on the circumstances. A memo will be issued to all operating personnel describing the incident.
