Dear Mr. Johnson,

In accordance with the Ginna Station Updated Final Safety Analysis Report (UFSAR),

Table 9.5-2, Item 2,

Required Action A.1, this thirty day special report on an inoperable fire pump for a duration greater than 7 days is being submitted.

During 1995, RG&E concluded that replacement of the diesel engine driver and controller on the diesel driven fire pump was warranted.

This was due to the continued degradation of the diesel fire pump head gaskets and water

pump, along with the inability to obtain parts for the King-Knight Controller.

A plant change was developed to install a new Cummins NT855-F6 fire rated diesel driver and a

UL listed Firetrol FTA-1100 micro controller. It was determined that it would take approximately 2

weeks to complete the modification and subsequent testing.

On January 15, 1996, with the plant at power, the diesel fire pump and controller were held and'eclared inoperable to allow the modification process to begin.

The removal and'installation of the diesel fire pump and controller was completed on January 24, 1996.

Ginna Station is equipped with two redundant fire

pumps, one electric motor driven and one diesel engine driven.

In accordance with compensatory measures identified in UFSAR Table 9.5-2, Item 2., the required action statement A.1 (b) was implemented, which states that with an inoperable redundant component, the component should be restored to operable status within 7

days.

If not restored within that time, the redundant component should be run continuously until.the inoperable component is restored to operable status.

In addition, a 30-day special report shall be prepared.

Accordingly the motor driven fire pump was started on Monday 9602260088 960221 PDR ADDCK 05000244 8

PDR

January 22,

1996, and was run continuously until the diesel fire pump was declared operable.

Testing began on January 25, 1996, and was completed on February 2,

1996, when the diesel fire pump was declared operable.

Throughout the modification process the fire water capabilities were adequately maintained by the running of the motor driven'fire pump.

Based on the known work scope and the appropriate compensatory measures that were taken, all required actions of the UFSAR were completed, and plant safety was never comprised.
