Day Special Report Fire Suppression System With An Inoperable Redundant Component R.E.

Ginna Nuclear Power Plant Docket Number 50-244

Dear Mr. Martin:

In accordance with R.E.

Ginna Nuclear Power Plant Technical Specifications 3.14.2.1a, this Thirty Day Special Report regarding an inoperable redundant fire system component (diesel fire pump) in excess of the seven day Limiting Condition for Operation (LCO) is hereby submitted.

On

Tuesday, July 17,
1990, procedure EM-38, "Diesel Fire Pump Battery Charging and Surveillance",

a weekly maintenance inspection activity implemented pending a

defective battery charger replacement, revealed that the specific gravity of one of the "B" bank batteries was below acceptance limits.

Operations was notified and procedure A-52.4.1, "Control of Limiting Conditions for Operations of Fire Suppression and Detection Equipment" was initiated at 0910 starting the seven day LCO.

Replacement batteries for the diesel fire pump had been ordered previously and were received during the seven day LCO period.

Two of the batteries failed receipt inspection and were returned to the vendor for exchange.

Replacement of the defective "B" batteries was delayed pending receipt of batteries for both banks to permit a single battery changeout and a single operability test after the battery exchange.

Docket No. 50-244 August 23,'990 At 0910 Tuesday, July 24, 1990, the seven day LCO ended.

This required starting of the motor driven fire pump and running it continuously until the diesel fire pump was determined operable and returned to service.

The diesel fire pump batteries were replaced and the unit tested in accordance with procedure PT-13.3, "Fire Pump Operation and System Alignment".

The diesel fire pump was determined operable at 1313 on July 24, 1990.
