Joseph M. Farley Nuclear Plant - Units 1 and 2 Steam Generator Tube Repair Proposed Technical Specification Change Alabama Power Company requests that the Farley Nuclear Plant - Units 1 and 2 Technical Specifications be amended to allow, as an alternative to tube plugging, the repair of steam generator tubes that have indications of degradation. Specifically, Alabama Power Company requests that Section 3/4.4.6 of the Technical Specification and its Bases be revised as shown on the attached pages to include " repair" wherever " plugging" is stated as the required action for a steam generator tube found to have 40 percent or greater through wall indication. This change also defines the term tube repair. Techniques such as tube sleeving are now available which can repair a defective section of a steam generator tube, thus allowing the tube to remain in service. This proposed technical specification change would permit Alabama Power Company to inspect a particular defective tube to determine if a repair could be made or if it should be plugged. If a repair is possible, available methods would be evaluated and the most appropriate technique would be implemented. Prior to the first time use of a specific tube repair method, a complete 10CFR50.59 review will be completed to determine if any safety concerns would be generated.

Additionally, it should be noted that this amendment will not change the types or increase the amounts of effluents that may be released offsite. Repair of steam generator tubes will minimize primary to secondary leakage and therefore help to preclude the existence of additional ef fluents which may be released to the environment. Nuclear Regulatory Comission Page 2 repair methods will be studied in detail prior to beginning work, and significant planning efforts will help to ensure all expostres are kept ALARA. Additionally, time, shielding, and distance will be utilized to the maximum extent practical to keep dxposures limited. No significant increases in the potential for or consequences from radiological accidents will occur due to the proposed amendment.

Attachment i lists the changed Technical Specification pages and includes the proposed changed pages. Alabama Power Company has determined that the proposed change does not involve a significant hazards consideration. The required analyses, pursuant to 10CFR50.92 is provided as Attachment 2.

These changes have been reviewed and approved by the Plant Operations Review Committee and will be reviewed by the Nuclear Operations Review Board at a future meeting. It is requested that the proposed changes be approved by July 20, 1987. Pursuant to 10CFR170.21, the required License Amendment Application Fee of $150.00 is enclosed. In accordance with 10CFR50.90, three signed originals and forty copies of these proposed changes are enclosed. A copy of these proposed changes has been sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10CFR50.91(b)(1).
