NRC Information Notice 94-60, " Potential Overpressurization of Main Steam System", identified issues associated with the MSSVs. As a result of this notice and to provide operational flexibility, Southern Nuclear has developed technical specification amendments for the Farley Unit I and 2 MSSVs. These amendments will:

Provide an as-found tolerance for the MSSV setpoints ofi3% instead of the current il%;
- 2. Revise the high neutron flux setpoints for 2 or 3 MSSVs being inoperable; and
- 3. Update the bases of the MSSV technical specifications.
Conceming the MSSV setpoint tolerance, the measured, as-left setting of the MSSVs will be within il% of the specified set-pressure. 'Ihe revision of the high neutron flux setpoints is based on assumptions used in the associated accident analyses.
It is requested that these technical specification amendments be approved no later than March 1,1995, in order that they be effective when testing the Unit 2 MSSVs prior to the next refueling outage.
Enclosure I contains the changed technical specification pages in support of the amendment. provides a significant hazards evaluation of the amendment in accordance with 10CFR50.92. Enclosure 3 provides the safety analysis for the proposed changes. Southern Nuclear has determined the proposed license amendments will not significantly affect the quality of the environment.
