In accordance with the provisions of 10 CFR 50.90, enclosed are proposed Technical  !

Specification changes requested by Southern Nuclear Operating Company (SNC) for the Farley Nuclear Plant, Unit I and Unit 2 in response to Generic Letter 93-05 dated September 27, z 1993, "Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements ,

For Testing During Power Operation." The NRC issued NUREG-1366, " Improvements to l Technical Specifications Surveillance Requirements," in December 1992, which summarizes the i results of a comprehensive review of surveillance testing required by Technical Specifications.

It was determined that while some testing at power is essential to verify equipment and system  ;

operability, safety can be improved, equipment degradation decreased, unnecessary personnel i radiation exposure reduced, availability of safety related equipment increased, and unnecessary l personnel burden relaxed by reducing the amount of testing at power. The NRC subsequeatly l issued Generic Letter 93-05 encouraging licensees to propose Technical Specification changes i that are consistent with the recommendations contained in NUREG-1366.  !

I A description of the proposed technical specification changes and associated lusis are provided i in Enclosure 1. These changes conform to Generic Letter 93-05. The supporting significant {

hazards evaluation pursuant to 10 CFR 50.91 is provided in Enclosure 2. Based upon the l analysis provided, SNC has determined the proposed changes to the technicial specifications do j not involve a significant hazards consideration as defined by 10 CFR 50.92. In addition, SNC  !

has determined that the proposed license amendment will not significantly effect the quality of l the emironment.

SNC has also determined this submittal represents a Cost Beneficial Licensing Action (CBLA), f in that the implementation of this request can result in a substantial savings of greater than  !'

$100,000 ove- the life of the plant. Therefore, SNC requests that this submittal be processed under NRC's CBLA program.

The revised typed pages of the proposed technical specifications, including page change instructions, are included in Enclosure 3. The hand-marked pages are provided in Enclosure 4.

l The Plant Operation Review Committee has reviewed and approved these proposed changes. i A copy of these proposed changes is being sent to Dr. Donald E. Williamson, the Alabama l State Designee, in accordance with 10 CFR 50.91(b)(1).
