Enforcement Discretion Supplement 3 Ladies and Gentlemen:

By letter dated February 27,1997, Southern Nuclear requested enforcement discretion for Technical Specification (TS) requirements associated with the Control Room Emergency Filtration, Penetration Room Filtration, and Containment Purge Exhaust Filtration Systems.

Recent discussions with the NRC Staff have identified a requirement to revise the proposed technical specification pages associated with the request for enforcement discretion and to provide additional information on filter testing and mechanical heater testing.

The proposed technical specification pages were originally submitted by Southern Nuclear letter dated February 24,1997. The pages will be revised to include a footnote concerning the filter pressure drop testing and the mechanical heater testing. The marked up revisions to the technical specification pages submitted on February 24,1997 are provided in Enclosure 1. Enclosure 2 contains the revised technical specification pages. To ensure completeness, all revised pages submitted with the February 24,1997 submittal are included in this submittal. The conclusions of the significant hazards evaluation provided by the February 24,1997 letter are not affected by the changes and remain valid.

d In summary the proposed changes reflect a commitment to revise the Technical Specifications to specify a pressure drop that will correspond to the filter pressure drop that ensures compliance

, with the minimum flow rates identified in the applicable TS. His will be accomplished in our June 1997 submittal. In addition the proposed changes allow SNC to defer performing heater mechanical testing until the completion of each Unit's next scheduled refueling outage. He extended implementation is needed since the FNP HVAC systems are not designed to perform this i testing, test procedures and analytical methods need to be developed, and the testing may require modifications to the FNP HVAC systems. SNC intends to implement this testing as soon as /

practical and if no modifications are required, the testing should be implemented by December 1997. b(f (
