In accordance with the provisions of 10 CFR 50.90, Southem Nuclear Operating Company (SNC) proposes to amend the Farley Unit I and Unit 2 Technical Specifications by revising the reactor core safety limits, OTAT & OPAT reactor trip setpoints and allowable values, and the power distribution limits associated with implementation of Relaxed Axial Offset Control (RAOC) and Fo surveillance. He proposed amendment also includes changes to the Bases associated with these specifications and surveillances, the FAH limit for low parasitic (LOPAR) fuel, the neutron high flux setpoints for inoperable main steamline safety valves (MSSVs), and the admmistrative  ;

requirements for the Peaking Factor Limit Report. l 1

Rese proposed Technical Specifications changes will provide improved operating margins as well as increased flexibility with respect to core designs and plant operating strategy. These changes also support the FNP power uprate program. He revised OTAT & OPAT setpoints improve operating margin to accommodate pressure and/or temperature fluctuations, thereby reducing the possibility of unnecessary reactor trips. The revised setpoints also include the reintroduction of Tavg and AT filter time constants, which will mmmuze the time required for calibration and functional testing and the potential impact of channel noise induced by hot leg temperature streammg. The change from a Constant Axial Offset Control (CAOC) to a RAOC strategy, including the associated change from an F,yto Fosurveillance, will result in additional operating flexibility during plant power maneuvering and increase the ability of the plant to return to power after a trip. Revisions to the maximum power range neutron flux high setpoints with inoperable MSSVs are necessary to accommodate the OTAT setpoint change. Applicable safety analyses and evaluations were performed to demonstrate all acceptance criteria continue to be met.

Attachment I includes the proposed Technical Specifications changes. Attachment II provides the technical bases for the proposed changes as described in Westmghouse reports NSD-NT-OPL j 152, Revision 2, (Proprietary Class 2C) and NSD-NT-OPL-96-158, Revision 2, (Proprietary Class 3), " Joseph M. As NSD-NT-OPL-96152 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and specifically addresses the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations. Correspondence with respect to the copyright or proprietary aspects of the items listed above or the supporting Weinghmse affidavit should reference CAW-96-968 and should be addressed to Nicholas J. Liparulo, Manager of Regulatory & hgi-ring Networks, Westmghouse Electric Corporation, P. O. Box 355, Pittsburgh, Pennsylvania 15230-0355.

As denoted in 10 CFR 50.92(c), SNC has determmed the proposed changes to the Technical Specifications do not involve a significant hazards consideration. The basis for this determmation is provided by the evaluation in Attachment III. SNC has also determined that the proposed changes will not significantly affect the quality of the human environment. A copy of the proposed changes has been sent to Dr. D. E. Williamson, the Alabama State Designee, in accordance with i 10 CFR 50.91 (b)(1). l In order to support the Unit 2 eleventh refueling outage goals, including completion of the j calibration and surveillance procedure changes and finalization of the implementation schedule for these changes, it is respectfully requested that the NRC review and approve the proposed Technical Specifications changes by September 1,1996. The Unit I and 2 license amendments should become effective prior to entry into Mode 3 following the next scheduled refueling outage for each Unit. The next Unit I refueling (for Cycle 15) is scheduled to begin in March 1997, and the next Unit 2 refueling (for Cycle 12) is scheduled to begin in October 1996.
