As a result of degradation of the Farley Unit I moveabic incore detector system, Southern Nuclear proposes a one time only change for Farley Unit 1 Cycle 15. Concerns have arisen that the number of available detector thimble kcations may drop below the 75% (38 thimbles) requirement of Technical Specification 3.3.3.2. The proposed change will allow a reduction in the available paths to a minimum of 50% (25 thimbles) with 3 per core quadrant. It is anticipated that repairs will be perfonned on the incore system such that this amendment will only be required until the next refueling. A similar amendment was approved for Prairic Island Nuclear Generating Plant, Unit 1, by letter dated October 10,1996.

Enclosure i provides a discussion of the proposed change. As denoted in 10 CFR 50.92(c), SNC has detennined the proposed changes to the Technical Specifications do not involve a significant har.ards consideration. The basis for this detennination is provided by the evaluation in Enclosure 2. Southern Nuclear has also detennined that the proposed changes will not signincantly affect the quality of the human environment. A copy of the proposed changes has been sent to Dr. D. E. Williamson, the Alabama State Designee, in accordance with 10 CFR 50.91 (b)(1). Enclosure 3 includes the proposed Technical Speci0 cations changes. Enclosure 4 contains Westinghouse Reports CAA 97-234 (proprietary),"Farley Unit 1 Cycle 15 Thimble Deletion Study; CAA 97 235 (non proprietary), a non-proprietary version of the same report; and supporting Amdavit CAW-971160.

The proprietary information for which withholding is being requested in the above-referenced report is further identified in Affidavit CAW 97 Il60 signed by the owner of the proprietary information, Westinghouse Electric Corporation. The affidavit, which is included in Enclosure 4, sets forth the basis on which the infonnation may be withheld from public disclosure by the Conunission and addresses with specificity the considerations listed in paragraph (b)(4) of 10 CFR Section 2.790 of the 1

It is requested that review and approval of this license amendment request be expedited in view of the recent history regarding availability of detector thimbles during Unit 1 Cyle 15 and the need for the use of the moveable incore detector system for Technical Specification required monitoring / calibration functions in the near future. nis will avoid the potential for unnecessary transients associated with a unit shutdown for non safety rcasons, if you have any questions, please advise.
