In accordance with 10 CFR 50.90, Southern Nuclear Operating Company (SNC) proposes to an.end the Farley Nuclear Plant Unit I and Unit 2 Technical Specifications surveillance requirements far the Auxiliary Suilding (AB) and the Senice Water (SW) Building batteries. He proposed amerdcent removes the existing 1,75 volt minimum individual cell voltage (ICV) associated with the "scryice test" acceptance criterion and replaces it with a reference to the battery load profile specified in Final Safety Analysis Report (FSAR) Section 8.3.2. He proposed Tedmical Specifications changes are consistent with NUREO 1431, Resision 1," Standard Technical Specifications Westinghouse Plants." ne AB battery santillance change addresses NRC Staff concerns as described in Unresolved item (URI) 50 348; 50-364/97-201 19 and Notice of Violation VIO 50-348; 50-364/9711-07. The SW battery surveillance change casures consistency between the two separate battery st.till.mces.
In support of these changes, the FNP FSAR will be revised. For the AB battery, the FSAR revision will expand the "senice test" design load profile definition to include both minimum battery tenmnal voltage (to assure adequate voltage to emergency loads) and ICVs greater than or equal to 1.75 vults (to assure individual cells are not less than acceptable limits). For the SW battery, the FS AR revision will clarify that the ICV criterion is bounding for its design load profile and that that the minimum battery terminal voltage "senice test" criterion is based on the ICV design requirement.
