Joseph M. Farley Nuclear Plant - Units 1 and 2 Steam Generator Tube Repair Proposed Technical Specification Change By letter dated December 19, 1986, Alabama Power Company submitted to the NRC a proposed technical specification change to allow, as an alternative to tube plugging, the repair of steam generator tubes that have indications of degradation. The December 19, 1986 letter provided no reference to the specific repair method that would be utilized.

Alabama Power Company requests approval to repair degraded steam generator tubes by means of a hybrid expansion joint mechanical sleeve. Provided as Enclosure 1 to this letter are three proprietary copies of the J. M. Farley Units 1 and 2 Steam Generator Sleeving Report (Mechanical Sleeves) prepared by Westinghouse (WCAP-11178 Rev.

1) and a non-proprietary version of the same report (WCAP-11179 Rev.

1).

In accordance with 10CFR2.790, Alabama Power Company is requesting that the proprietary v: sion of the enclosed report (WCAP-11178 Rev. 1) m be withheld in whole from public disclosure. Provided with Enclosure 1 y$

F-U. S. Nuclear Regulatory Commission May 4, 1987 Page 2 per an NRC verbal request. These pages should be used in place of the pages that were provided with the December 19, 1986 submittal. provides a revised significant hazards evaluation pursuant to 10CFR50.92.

These changes have been reviewed and approved by the Plant Operations Review Committee and will be reviewed by the Nuclear Operations Review Board at a future meeting.

It is requested that the proposed changes be approved by July 24, 1987. Pursuant to 10CFR170.21, the required License Amendment Application fee of $150.00 was provided with the December 19, 1986 submittal.

A copy of these proposed changes has been sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10CFRSO.91(b)(1).
