SURVEILLANCE INTERVAL EXTENSION, TSCR No. 243 (TAC No. M95239)

Dear Mr. Langenbach:

By letters dated April 10, and May 24,1998, GPU Nuclear Corporation submitted a request -

(TSCR No. 243), in part, for an extension of the surveillance interval for certain Technical Specification (TS) surveillances in accordance with the provisions of Genonc Letter (GL) 91-04, dated April 2,1991. A conference call was also hem with members of your staff on March 9, 1998, to obtain clanfication on how the provisions of GL 91-04 were being met related to your request. During our initial review, the staff determined that your submittals did not directly address setpoint drift information specified in Enclosure 2 to GL 91-04, in order for the staff to complete its review of your request, please provide the additional information contained in the enclosure to this letter. It is requested that you provide a response within 60 days of receipt of this letter.

i Increased Surveillance Intervals on Instrument Drin and Safety Analysis Assumptions", identifies l seven areas that are required to be addressed when proposing to increase instrument surveillance ir;tervals to 24 months + 25% (30 months maximum). The intent is to demonstrate  ;

that historical maintenance and surveillance data support the proposed surveillance extensions, '

I and that assumptions in the plant licensing basis are still bounding. Allinstruments identified in Technical Specification Change Request (TSCR) No.243 should be considered under the areas described in enclosure 2 of GL g1-04. The program for monitoring the effects of increased.

calibration interval should ensure that existing procedures generate data for evaluation of the effects of increased cv iration intervals and confirm that the estimated errors for instrument drift (with increased calibranon intervals) are within the limits projected.

1. TSCR No. 243 did not address the seven areas of GL 91-04 mentioned above. Therefore, please provide where appropriate, applicable data, assumptions, sample calculations, descriptions, and documents in support of the extension for each instrument under consideration.
