UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 July 22, 2014 LICENSEE: Luminant Generation Company LLC FACILITY: Comanche Peak Nuclear Power Plant, Units 1 and 2
SUBJECT:
SUMMARY
OF JUNE 3, 2014, PRE-LICENSING PUBLIC MEETING WITH LUMINANT GENERATION COMPANY LLC TO DISCUSS THE PROPOSED LICENSE AMENDMENT REQUEST FOR A ONE-TIME EXTENSION OF COMPLETION TIME FOR LCO 3.8.1 FOR THE INSTALLATION OF AN ALTERNATE TRANSFORMER FOR OFFSITE POWER SOURCE (TAC NOS.
MF3909 AND MF3910)
On June 3, 2014, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Luminant Generation Company LLC (Luminant, the licensee), at NRC Headquarters, Rockville, Maryland. The meeting notice and agenda, dated May 2, 2014, is located in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML14122A089. The purpose of the meeting was to discuss the proposed license amendment request (LAR) for a one-time extension of the Completion Time (CT) for Limiting Conditions for Operation (LCO) 3.8.1, "AC [Alternating Current] Sources- Operating," to complete the plant modification for installation of an alternate transformer for offsite AC power sources at Comanche Peak Nuclear Power Plant (CPNPP), Units 1 and 2.
A list of meeting attendees is provided in Enclosure to this meeting summary.
Meeting Summary The discussion was based on the following meeting materials/handouts:
- Slides provided by Luminant, "Comanche Peak - Modification of Offsite Power Supplies to Improve Reliability," dated June 3, 2014 (ADAMS Accession No.ML14141A640)
Background
The NRC previously issued Amendment No. 160 for Facility Operating Licenses NPF-87 and NPF-89 by letter dated September 18, 2013 (ADAMS Accession No. ML13232A143), to revise Technical Specification (TS) 3.8.1 to extend the CT for Required Action A.3, "Restore required offsite circuit to OPERABLE status," from 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
to 14 days (to be used twice) while completing the plant modification to install transformer XST1A. The licensee completed a portion of the modification and used only one of the approved CT extensions. During the installation, the licensee inadvertently cut the wrong offsite power cable resulting in total loss of offsite power to both units and efforts to complete the plant modification were terminated.
The purpose of this meeting was for the licensee to discuss the following:
- Provide a background of the plant modification, including the activities to be performed under the proposed LAR.
- Describe the cut-cable event, root cause analysis, and corrective actions implemented to preclude reoccurrence.
- Describe the strategies for the proposed defense-in-depth risk management and for completing the modifications.
- Schedule for the submittal of the proposed LAR.
Results of Discussion:
- The NRC staff asked how long it normally takes to transfer the offsite power from the main start-up (ST) transformer to the alternate ST transformer. The licensee stated that, based on past experience, all actions to transfer the offsite power from main to alternate transformer can be completed in about 12 to 14 hours1.62037e-4 days
0.00389 hours
2.314815e-5 weeks
5.327e-6 months
.
- The NRC staff asked why the ST transformers XST2 and XST2A serving Unit 1 did not need Tap Boxes but ST transformers serving Unit 2 did. The licensee stated that the cables for Unit 2 were too short and that the Tab boxes were needed to extend the length of the cables.
- The NRC staff asked about the status of the corrective actions as a result of the cut-cable event. The licensee stated that majority of the corrective actions have been completed and confirmed that all remaining corrective actions will be completed before implementing the proposed modification.
- The NRC asked if the proposed LAR will be based on a risk-informed approach.
The licensee stated that the proposed LAR will be based on deterministic principles and not submitted as a risk-informed licensing action.
- The licensee stated that the proposed LAR will be submitted to the NRC staff for review by July 15, 2014, and would request approval by January 15, 2015, so that it can implement the modification in March 2015.
- The NRC staff expressed concern about the tight schedule and requested that the licensee expedite the submittal.
No Public Meeting Feedback Forms were received for this meeting.
Please direct any inquiries to me at (301) 415-3016, or balwant.singal@nrc.gov.
