SUMMARY

OF FEBRUARY 12, 2020, TELECONFERENCE WITH VISTRA OPERATIONS COMPANY LLC TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST FOR CHANGES TO CERTAIN EMERGENCY ACTION LEVELS FOR COMANCHE PEAK NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 (EPID L-2020-LRM-0007)

On February 12, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Vistra Operations Company LLC (the licensee). The purpose of the teleconference was to discuss a proposed license amendment request to change certain emergency actions levels (EALs) for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2. The meeting notice and agenda, dated January 28, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20036E119. A list of attendees is enclosed.

The licensee presented informational slides at the meeting, which can be found in ADAMS at Accession No. ML20036D410). During the meeting, the licensee described the following six proposed changes:

1. Incorporate Emergency Preparedness Program Frequently Asked Questions
2. Remove Main Steam Line Radiation Monitors
3. Consideration of Technical Specification Completion Times
4. Alternate EAL for Seismic Event Initiating Condition
5. Clarify Crediting of Alternate Power Supplies
6. Correction of Minor Editorial and Typographic Errors The NRC staff and the licensee discussed the above topics. The NRC staff recommended that the licensee provide site-specific justification for each of the changes. Regarding proposed Change 5, the NRC staff referred the licensee to the acceptance of a deviation from the Nuclear Energy Institute (NEI) guidance in NEI 99-01, Revision 6, Development of Emergency Action Levels for Non-Passive Reactors, dated November 2012 (ADAMS Accession No. ML13091A209). The NRC staff recently approved the deviation in a safety evaluation issued December 31, 2019 (ADAMS Accession No. ML19305D248). The deviation was for the EAL that addresses a prolonged loss of all power sources to alternating current (AC) emergency busses. The deviation replaced the generic threshold condition of restoration of at least one AC emergency bus in less than (site-specific hours) is not likely, with long-term heat removal capability is not likely to be established and maintained per procedure. This topic is further discussed in Sections 4.6.1, 5.6.1, and 6.6.1 of the NRC staffs safety evaluation.

No members of the public called into the teleconference. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
