SUMMARY

OF JUNE 10, 2010, CLOSED MEETING WITH LUMINANT GENERATION COMPANY LLC TO DISCUSS THE IMPLEMENTATION PLAN PERTAINING TO ITS CYBER SECURITY SUBMITTAL (TAC NOS. ME2672 AND ME2673)

On June 10, 2010, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Luminant Generation Company LLC (Luminant, the licensee), at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. Luminant intends to withdraw the Cyber Security Plan (CSP) license amendment request for Comanche Peak Nuclear Power Plant (CPNPP), Units 1 and 2, submitted by application dated November 19, 2009, and resubmit the revised CSP in accordance with guidance provided by Nuclear Energy Institute (NEI) 08-09, Revision 6.

The purpose of the meeting was to provide NRC staff with an overview of the revised CSP and implementation schedule and receive an early NRC staff feedback.

A list of meeting attendees is provided in the Enclosure.

Topics Discussed During the Meeting

  • The "bracketed text" proposed to be part of the CPNPP CSP on the defensive architecture in Section 4.3, "Defense-in-Depth Protective Strategies."
  • The proposed implementation schedule and the supporting rationale for major milestones and the target date when full compliance with Tile 10 of Code of Federal Regulations (10 CFR), Section 73.54 is achieved.
  • The internal NRC review and approval process.
  • A brief discussion on target sets, force-on-force exercises, and the NRC Reactor Oversight Program.

Action Items for NRC Staff

  • Review the proposed site-specific language for CPNPP, Units 1 and 2 CSP and implementation schedule and provide feedback to Luminant.

  • Provide Luminant with organizational chart for the Office of Nuclear Safety and Incident Response along with roles and responsibilities of those involved in the review process.

The meeting was closed to the public, since the information discussed during the meeting was sensitive unclassified non-safeguards information (security-related).
