OF SEPT.EMBER 17, 2018, PUBLIC TELECONFERENCE WITH VISTRA OPERATIONS COMPANY LLC, ON PROPOSED CHANGES TO THE EMERGENCY PLAN FOR COMANCHE PEAK NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 (EPID L-2018-LRM-0056)

On September 17, 2018, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Vistra Operations Company LLC (Vistra OpCo, the licensee). The purpose of the meeting was to discuss Vistra OpCo's proposed change to the Emergency Plan for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2 (CPNPP). The meeting notice and agenda, dated September 6, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18249A123. In advance of the meeting, the licensee provided presentation slides, which are available at ADAMS Accession No. ML18256A277. The enclosure to this document contains the meeting attendance list.

The licensee presented information on the purpose of the meeting, the CPNPP Emergency Plan licensing basis, the proposed change and contents of the application, and the proposed schedule. The licensee stated that the proposed changes to the CPNPP Emergency Plan would extend the response time for the augmented Emergency Response Organization (ERO) positions from 40 and 70 minutes to 60 and 90 minutes. In addition, the proposed change would reduce the number of required ERO augmentation positions through consolidation and elimination. The licensee explained the reasons for the proposed change to be (1) the increase in on-shift positions over the years and (2) the 40 and 70 minute response times limit the pool of qualified personnel to fill the open ERO spots. The licensee stated its plan to follow the guidance in Nuclear Energy Institute (NEI} 06-02, "License Amendment Request (LAR)

Guidelines," and listed the enclosures/attachments that it plans to include in the application.

The licensee stated that it plans to submit the license amendment request at the end of October 2018 and requests NRC to review the license amendment request in 1 year with a proposed 180-day implementation period.

No members of the public attended the meeting via telephone and the NRC did not receive public meeting feedback forms.
