OF NOVEMBER 5, 2019, TELECONFERENCE WITH VISTRA OPERATIONS COMPANY LLC TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST TO CHANGE TECHNICAL SPECIFICATION 3.8.1, AC SOURCES - OPERATING (EPID L-2019-LRM-0072)

On November 5, 2019, a public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Vistra Operations Company LLC (the licensee).

The purpose of the teleconference was to discuss the proposed license amendment request (LAR) to change Technical Specification (TS) 3.8.1, AC [Alternating Current] Sources -

Operating, for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2. The meeting notice and agenda, dated October 24, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19301E008. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML19296D559). During the meeting, the licensee described (1) its AC sources, (2) the reason for TS change, (3) the proposed change, and (4) some precedents.

The NRC staff and the licensee discussed the above topics. The NRC staff recommended that the proposed LAR should address the impact of the changes to the steady-state frequency limit and voltage limit in the proposed TSs for the emergency diesel generator on accident analyses in Chapter 15 of the Final Safety Analysis Report. In addition, the NRC staff recommended that the proposed LAR include a complete description of each of the proposed surveillance testing changes, and how each fits into the licensees overall scheme to demonstrate the continued operability of the diesel generators.

No members of the public called into the teleconference. No regulatory decisions or commitments were made at the meeting. No public meeting feedback forms were received.
