Title:

DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT PUBLIC MEETING

SUMMARY

FOR ENVIRONMENTAL REVIEW OF COMANCHE PEAK NUCLEAR POWER PLANT, UNIT NUMBERS 1 AND 2, LICENSE RENEWAL APPLICATION (EPID NUMBER: L2022LNE0004)

Dates of Meetings: December 7, 2023, and December 21, 2023 Location: Glen Rose, Texas (December 7, 2023, 7:00 to 9:00 pm CST) and two webinars:

(a) December 7, 2023, 1:00 to 3:00 PM CT; and (b) December 21, 2023, 2:00 to 4:00 PM CT Type of Meetings: Comment-Gathering Purpose of the Meetings:

To discuss the preliminary findings of, and receive public comments on, the draft supplemental environmental impact statement (DSEIS) regarding the proposed renewal of the operating licenses for Comanche Peak License Renewal Application (LRA).

General Information:

The U.S. Nuclear Regulatory Commission (NRC) staff held public meetings as part of the LRA environmental review. The meetings were conducted in accordance with the meeting agenda listed in the respective public meeting announcement in the NRC Public Meeting Notice System.

All the meetings followed the same agenda, beginning with a review of meeting ground rules and an introduction of the NRC staff, followed by a presentation by the NRC staff on the license renewal process and the preliminary findings of the draft EIS. The NRC staff presentation emphasized that comments were welcome to improve the draft SEIS. Next, there was a question-and-answer period on the NRC staff presentations. Finally, there was the comment portion of the meeting.

Twenty-six people other than NRC staff attended the December 7, 2023, webinar. Three people other than the NRC staff attended the December 7, 2023, in-person meeting. Thirty people other than the NRC staff attended the December 21, 2023, webinar. In addition to the NRC staff, meeting attendees included members of the public, Enercon, Vistra, Luminant, newspaper reporters, law firms, and industry observers. The DSEIS comment period ended December 26, 2023.

March 13, 2024 Summary of Presentation:

The applicant submitted its LRA for Comanche Peak Units 1 and 2, on October 3, 2022. The current licenses for Units 1 and 2 expire on February 8, 2030, and February 2, 2033. As part of the environmental review, the NRC staff published the DSEIS containing preliminary results and recommendation on October 31, 2023 (Agencywide Documents Access and Management System (ADAMS) ML23299A252).

The NRC staff addressed environmental resource areas by analyzing in detail the impacts that operation of the power plant may have on the resource area. The staff then characterizes these impacts as SMALL, MODERATE, or LARGE. The following resource areas would experience SMALL impacts from license renewal: land use/visual resources, air quality/noise, geologic environment, surface water resources, groundwater resources, terrestrial resources, socioeconomics, transportation, human health, waste management, and aquatic. For some environmental resource areas, the characterization of impacts is defined by statutes or executive orders and not the NRCs SMALL, MODERATE and LARGE determinations. The following table provides the NRC staffs preliminary findings for those resource areas:

No adverse effects on an essential fish habitat Historic and Cultural Resources Would not adversely affect any known historic properties Environmental Justice No disproportionately high and adverse human health and environmental effects on minority and low-income populations In addition, the NRC staff analyzed (a) cumulative impacts (the impacts of the continued operation of Comanche Peak, Units 1 and 2, in combination with other past, present, and reasonably foreseeable future actions in the area) and (b) reasonable alternatives to license renewal including new nuclear (small modular reactor or SMR); natural gas-fired combined-cycle; a combination of solar, photovoltaic, onshore wind, and SMR; and no-action alternative.

Based on its evaluation of the environmental impacts of operating Comanche Peak, Units 1 and 2, for an additional 20 years, the NRC staffs preliminary recommendation is that any adverse environmental impacts of renewing the Comanche Peak licenses are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable.

The staff noted that the closing date for submitting DSEIS comments was December 26, 2023.

Public Participation Themes:

The comments covered a wide range of topics from supporting license renewal because of Texas grid reliability and help with climate change to that of opposing license renewal because of radiation health risk, spent nuclear fuel waste and dam safety concerns, consideration of renewable energy alternative as baseload, and consideration of 5 years license renewal instead of 20 years. Several commenters raised issues of difficulty of accessing the webinar. One commenter expressed difficulty in entering the Expo center.
