SUMMARY

OF DECEMBER 3, 2019, TELECONFERENCE WITH VISTRA OPERATIONS COMPANY LLC TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST TO CHANGE TECHNICAL SPECIFICATION 3.8.1, AC SOURCES - OPERATING FOR COMANCHE PEAK NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 (EPID L-2019-LRM-0072)

On December 3, 2019, a public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Vistra Operations Company LLC (the licensee).

The purpose of the teleconference was to discuss a proposed license amendment request (LAR) to change Technical Specification (TS) 3.8.1, AC [Alternating Current] Sources -

Operating, for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2 (Comanche Peak).

The meeting notice and agenda, dated November 18, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19322C032. A list of attendees is enclosed. A meeting summary for a prior teleconference on this topic, held on November 5, 2019, is available at ADAMS Accession No. ML19311C212.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML19337A662). During the meeting, the licensee described (1) its AC sources, (2) the reason for TS change, and (3) the proposed change.

The NRC staff and the licensee discussed the above topics. The NRC staff recommended that the proposed LAR address the impact of the changes to the steady-state frequency limit in the proposed TSs for the emergency diesel generator on accident analyses in Chapter 15 of the Comanche Peak Final Safety Analysis Report. The NRC staff also recommended that the proposed LAR describe how the emergency diesel generator steady state operation is determined in the proposed revised surveillance requirements.

No members of the public called into the teleconference. No regulatory decisions or commitments were made at the meeting. No public meeting feedback forms were received.
