SUMMARY

OF SEPTEMBER 21, 2017, MEETING WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (CAC NOS. MG0205 and MG0206)

On September 21, 2017, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (l&M, the licensee) via teleconference. This meeting was open to members of the public. No regulatory decisions were made at this meeting.

The purpose of the meeting was to discuss a planned license amendment request (LAR) for Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2. The licensee intends to submit a request for relocation of the technical support center (TSC). This meeting was rescheduled from September 13, 2017, due to staff availability. The original meeting notice and agenda, dated August 30, 2017, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17242A134. The licensee presented information regarding their newly built TSC. As compared to the existing TSC, the new TSC is an additional 4 minute walk from the control room, approximately.

The licensee stepped through the major points for TSCs in Section 2 of NUREG-0696, "Functional Criteria for Emergency Response Facilities," dated February 1981 (ADAMS Accession No. ML051390358), as it relates to the CNP TSC. The licensee described changes and enhancements in the areas of function, location, staffing and training, size, structure, habitability, communications, instrumentation, data system equipment, and power supplies, technical data and data systems, records availability and management. The NRC staff notes the following as a result of the presentation:

• There proposed LAR will not result in any substantive changes in responsibilities within the TSC. Any changes in responsibilities will be addressed at a future date with the appropriate licensing actions.

• The new TSC is located within the protected area. The licensee has evaluated response times to the new TSC location during previous drills.

• The licensee describe the travel path between the control room and proposed TSC in the LAR.

• The licensee plans to perform training for the new facility during the first quarter of 2018.

• The licensee plans to perform a drill, which the NRC plans to observe, in June 2018.

• The licensee described the structure of the new TSC and stated it met the state codes for adverse conditions and the NUREG-0696, Section 2.5 criteria for 100 year recurrence frequency for winds and floods in the LAR.

• The licensee described their dose calculations with respect to habitability. Due to the schedule and needing to refine the dose calculations, the licensee may submit the LAR

with a summary of the dose calculations and supplement the application with the finalized dose calculation information. The NRC staff noted the licensee's risk if the finalized dose calculations are not as expected.

• The licensee described the communications in the new TSC and noted there are no hardware changes to affect the reliability of communications in the new TSC.

• The licensee described the additional displays and work stations that will be used to acquire data during an emergency. In addition, the licensee described the primary and backup sources of power to the TSC.

The licensee indicated that it would submit the LAR at the end of October 2018, and request NRC approval by September 2018.
