Desired Outcome During this meeting well present a high-level review of the content of the submittal. Well answer questions, and with that well create a common understanding of our planned submittal.

Description of Change
- Donald C. Cook Nuclear Plant (CNP) is proposing a rewrite of the Emergency Plan using the approved 2019 NUREG-0654 Rev. 2 Each NUREG-0654 evaluation criterion (planning element) is explicitly stated, followed by a description of how the CEP addresses that criterion Changes to On-Shift and Augmented ERO Staff Some positions moved to 90-minute response times where appropriate Change requirement of drive-in drill from annually to once per 8-year cycle Remove administrative burden from current CEP Information located in other documents or programs, i.e. UFSAR, Fire Drills Potential reductions in effectiveness (RIE) with respect to the current emergency plan or NUREG-0654 Rev. 2 will be justified to show continued, adequate emergency preparedness 4
Evaluation Approach
- Side-by-side comparison of the current emergency plan against the submitted CNP Emergency Plan identified potential RIE
- Each potential RIE, with respect to the current emergency plan or NUREG-0654 Rev. 2, are justified to show continued adequate emergency preparedness
- Functional analysis performed to support staffing changes
- RIS 2016-10 reviewed with respect to all differences from NUREG-0654 Rev. 2 Draft
- Offsite Response Agency concurrence letters are included 5
Schedule LAR will request approval of the Cook Emergency Plan developed consistent with NUREG-0654, Rev. 2.
Submittal to the NRC by 1st Quarter 2025 6
