OF SEPTEMBER 26, 2013, PUBLIC MEETING REGARDING THE NRC'S DECOMMISSIONING PROCESS On September 26, 2013, a Category 3 public meeting was hosted by the U.S. Nuclear Regulatory Commission (NRC). The public outreach meeting was held in Carlsbad, California, to discuss NRC's decommissioning process, given the recent decision by Southern California Edison (the licensee) to decommission San Onofre Nuclear Generating Station (SONGS),
Units 2 and 3. The NRC representatives in attendance are listed in the enclosure. The public was represented by approximately 200 attendees, including members of various state and local government agencies, the Coalition to Decommission San Onofre, the California Public Utilities Commission and members of the press. The meeting notice and agenda dated September 11, 2013, are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML13238A283.
Presentations during the meeting (ADAMS Accession No. ML13268A003) focused on the general timeline and requirements for decommissioning a nuclear reactor facility, the associated inspection and release requirements, and the potential options available to the utility to complete the project. Public comments expressed concern over the timeline for completing the decommissioning effort, the potential impact of high burnup fuel, the risks associated with long-term storage of spent fuel on-site, and various questions on the changing nature of the site security and emergency preparedness plans. Overall, the meeting provided the NRC staff an opportunity to engage with the numerous parties interested in the SONGS decommissioning effort in order to maintain transparency and openness as the project gets underway.
