Title:

NRC Virtual Meeting/Webinar: Decision on Resumption of Fuel Loading Activities for Southern California Edison Company Meeting Identifier: Webinar #796-681-339 Date of Meeting: June 3, 2019 Location: 1600 E Lamar Boulevard, Arlington, TX 76011 Type of Meeting: Category 3 Purpose of the Meeting: Fuel transfer operations (FTO) were suspended at San Onofre Nuclear Generating Station (SONGS) following an August 3, 2018, incident involving a loaded spent fuel storage canister that was misaligned and became stuck on a shield ring while being lowered into a storage vault. Since that time, NRC hosted three webinars to discuss the NRCs inspection activities, enforcement process, and final enforcement action which involved the licensee, Southern California Edison Company (SCE).

During the current (fourth) webinar, Linda Howell, Acting Director of the Division of Nuclear Materials Safety discussed how SCE and the NRC worked to resolve issues related to the August 3, 2018, misalignment event. The resolution to those issues involved SCE establishing corrective actions to prevent reoccurrence of a misalignment event. Those corrective actions included revised worker training requirements, procedure revisions, and new equipment.

The one outstanding issue involved scratching (or gouging) of canisters during insertion and possibly during future canister withdrawal. This was determined to be an outstanding compliance issue, not a safety issue, which needed to be resolved before SCE resumed fuel transfer operations. SCE reviewed several approaches to demonstrate that potential scratching due to incidental contact between canisters and the internal storage vault components would not exceed allowable American Society of Mechanical Engineers (ASME) Boiler & Pressure Vessel code limits. SCE ultimately performed in-situ visual assessments of downloaded canisters using robotics and three-dimensional video imaging. A statistically suitable number of canisters (eight) was examined, with imaging of all accessible canister surfaces. Using a statistical analysis methodology and the actual canister wear data, SCE concluded that there is a 95 percent probability with a 95 percent confidence level that a scratch or gouge after canister insertion and withdrawal would be less than allowable ASME code limits.

Separately, the NRC performed independent statistical assessments, using several methods, and verified that SCEs evaluation was conservative and reasonably bounds the maximum anticipated scratch depth or wear resulting from operational activities.

At this time, having addressed all of the August 3, 2018, misalignment event related corrective actions, the NRC is satisfied that SCE can resume fuel transfer operations at SONGS safely and in compliance with regulatory requirements.

  • Approximately 150 individuals participated in the webinar for various amounts of time.
  • The meeting started at 2:00 pm CT and ended at approximately 3:00 pm CT.
  • One staff members gave a formal presentation that lasted approximately 20 minutes; after the presentation, two NRC staff members answered questions for approximately 40 minutes.
  • The public participants submitted approximately 70 questions during the webinar.
  • An NRC facilitator was used to support the question and answer period of the public meeting.
  • The webinar was recorded and will be placed on the NRC website for public review when it is available.

Summary of Presentations: One NRC staff member formally presented the details regarding the NRCs conclusion that SCE could resume fuel transfer operations at SONGS in a safe and compliant manner. The formal presentation included a summary of the incident, the NRCs review of the licensees corrective actions, the NRCs final enforcement decision, and the NRCs analysis of canister scratch data from an in-situ evaluation performed at SONGS. After the formal presentation, the NRC staff answered questions from the public.

Public Participation Themes: Most questions and answers were technical in nature, but a few times members of the public simply provided commentary on the acceptability of the return to fuel transfer operations at SONGS or the acceptability of spent fuel storage near the Southern California coast.
