SUBJECT:

SUMMARY

OF FEBRUARY 2-3, 2022, ROUTINE SITE VISIT AT SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 On February 2 and 3, 2022, U.S. Nuclear Regulatory Commission (NRC) staff from Headquarters visited the San Onofre Nuclear Generating Station (SONGS), Units 1, 2, and 3.

The purpose of the site visit was for the NRC License Termination Plan (LTP) technical team to:

1) tour the site to get a better understanding of the site layout and the relationships between facility structures, natural and engineered land features, and the ocean
2) obtain an understanding of the licensees Southern California Edisons (SCEs) status of its characterization progress and plans
3) inquire about the licensees plans and potential complexities for LTP development NRC Staff:

Before the site visit, the NRC technical team reviewed the docket for technical reference material for documents of interest. The NRC provide a list of items that the NRC staff would like to see or discuss during the stie visit. SCE obtained the information and had it available for the NRC staff to review.

Historical Site Assessment (HSA) for site (if available) or 10 CFR 50.75(g) files or summary of information on spills and status of cleanup Location of the Intake and discharge conduits/structures and any onshore structures The areas planned for near-term radiological characterization survey and sampling and analysis strategy Any areas of significant known burials, leaks or spills (e.g., more significant releases or remedial activities reported in Agencywide Documents Access and Management System (ADAMS) Accession No. ML062280597, Groundwater Protection - Data Collection Questionnaire Site/model boundaries and air/ground water monitoring locations Sources and sinks (e.g., retention ponds and dewatering activities) including surface water/runoff locations during operations and expected changes over time Concept of site dewatering plan and timing per the Post Shutdown Decommissioning Activities Report Plans for leaving buried piping and embedded piping or metal penetrations in place, if available to discuss Schedule for LTP development, if available Specific locations either on maps or drawings or photos or on the site tour:

o Well locations, including purpose (e.g., monitoring, or remediation)

Groundwater levels in relation to facility structures, including annual variations, and tidal effects o Seawall and revetment o Site areas with erosional features and erosion protection structures o If possible, outcrops of Qomt and Tsm geologic units Information/references on the characterization of Unit 1 area before ISFSI expansion was built or summary of what was done to understand the radiological status of the remains of Unit 1 structures and soil to include current Unit 1 site boundaries Survey requirements for time differentiated surveys (surveys offset in time) due to the licensees potential requirement to perform additional work after initial site demolition/removal work Groundwater monitoring needs for US. Environmental Protection Agency/NRC Memorandum of Understanding (67 FR 65375) consideration.

The agenda for the two-day visit is provided in the attachment, along with a participants list.

On the first day, a site safety briefing, and introductions were made. SCE and its contractor, SDS, and subcontractor, EnergySolutions, provided an overview of the project, including Federal, State and local interests in the project; end state concept for unrestricted release, and high level conceptual early plans for the structure of LTP. After lunch on the first day, SCE provided a tour of SONGS, including walk-down of various elevation levels to provide a better understanding of the end state concept for unrestricted release, the forebay area, turbine building, well locations on the west side of the plant, and a view looking into containment from the east side of the plant.

On the second day, additional presentations, and discussions took place on groundwater monitoring, site hydrology, future dewatering activities to facilitate decommissioning activities, coastal processes impact study, intake structure characterization survey, and HSA, and site characterization activities. Action items were discussed to end the second day.
