SUMMARY
OF AUGUST 28, 2014, MEETING WITH SOUTHERN CALIFORNIA EDISON RE: PRE-SUBMITTAL MEETING ON THE DECOMMISSIONING QUALITY ASSURANCE PROGRAM FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 (TAC NOS. MF4584 AND MF4585)
On August 28, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Southern California Edison (SCE, the licensee) at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss SCE's plans and schedule regarding a future submittal of the Decommissioning Quality Assurance Program (DQAP) for the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS).
Quality Assurance comprises all those planned and systematic actions necessary to provide adequate confidence that a structure, system, or component will perform satisfactorily in service. A Quality Assurance Program (QAP) is a set of documented written policies, procedures, and instructions that provide the requirements for the above-mentioned planned and systematic actions. The QAPs for nuclear power plants and fuel reprocessing plants are required to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Appendix B, "Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants." The licensee stated that they plan to remain a 10 CFR 50 Appendix B licensee with a simplified DQAP aligned with the decommissioning plant status and activities.

Meeting On August 28, 2014, the NRC staff held a public meeting with SCE to discuss the plans and schedule regarding a future submittal of the QAP for SONGS. During the meeting, SCE gave a presentation on the proposed changes to its QAP. This presentation can be found in ADAMS under Accession No. ML14239A464.
SCE stated that the scope of the DQAP will be optimized to fit a permanently shutdown and defueled facility, since the applicability of the program will be reduced due to the reclassification of the structures, systems, and components. The licensee intends to maintain compliance with 10 CFR 50 Appendix B and plans to eliminate redundancies with other SONGS programs.
During the meeting, SCE discussed the current SONGS QA process and how it will be streamlined, provided a summary of the significant QA changes being considered, and provided a schedule of upcoming milestones.
The licensee stated that it plans to submit the new DQAP to the NRC in accordance with 1 O CFR 50.54a in the fourth quarter of calendar year 2014. The licensee further stated that the implementation of the program is anticipated in the first quarter of calendar year 2015. The NRC staff stated that they will review the licensee's reductions in commitments in detail and, therefore, could not guarantee that the review could be completed in 6 months. [Note: The licensee subsequently submitted the DQAP tor NRC staff review and approval on November 13, 2014 (ADAMS Accession No. ML14322A157). The application is currently under review.]
During the meeting, a few members of the public asked several questions related to the draft Post-Shutdown Decommissioning Activities Report (PSDAR) that SCE had posted on its website. Some questions concerned the integrity of the dry casks that will be used tor long-term storage of spent fuel, the decommissioning cost estimate, the decommissioning timeline, and the NRC's recent policy decision on extended onsite storage of spent nuclear fuel. The NRC staff informed members of the public that these questions could be addressed by the staff at the PSDAR public meeting. The staff further stated that this meeting would be held following formal docketing of the PSDAR, when the NRC's technical experts in these areas would be available.
