March 9, 2006 LICENSEE: SOUTHERN CALIFORNIA EDISON (SCE)

FACILITIES: SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 (SONGS 2 AND 3)

SUBJECT:

MEETING WITH REPRESENTATIVES OF SCE FOR SONGS 2 AND 3 A meeting was held on Thursday, March 2, 2006, between the Nuclear Regulatory Commission (NRC) staff and SCE, the licensee for SONGS 2 and 3. The meeting was held at the request of the licensee for it to present to the NRC staff its evaluation of the indications in the Unit 3 Control Element Drive Mechanism (CEDM) penetration 56 and repair alternatives. The notice for the meeting was issued on February 13, 2006.

During the Unit 3 outage in 2003, the inspection of the Unit 3 reactor vessel head (RVH) identified an indication on CEDM penetration 56 that was assumed to be a crack. Although SCE had approval to perform a weld overlay repair of RVH penetrations (ISI-3-8), this particular indication exceeded the generic 75 percent through-wall crack limit. Therefore, SCE submitted a specific relief request for CEDM penetration 56 (ISI-3-13). The NRC granted approval of this relief request for one cycle. SCE committed to evaluate repair alternatives for the long term.

With the Unit 3 refueling outage scheduled for October 2006, the licensee proposed its long-term disposition of penetration 56 by discussing repair alternatives, criteria for a contingency repair, appropriate contingency repair, planned actions, and implementation schedules. The NRC staff was appreciative of the presentation and stated it will perform a quick review on the general acceptability of SCEs approach and techniques and inform SCE of the staffs findings. is the list of attendees.
