SUMMARY

OF SEPTEMBER 25, 2014, MEETING WITH SOUTHERN CALIFORNIA EDISON RE: PROPOSED CHANGES TO THE EMERGENCY PREPAREDNESS PLAN FOR THE SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 (TAC NOS. MF4780 AND MF4781)

Background

On September 25, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Southern California Edison (SCE, the licensee) at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for SCE to provide an overview of the proposed changes to the Emergency Preparedness Plan for the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS). The meeting notice and agenda, dated September 12, 2014, can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML14255A253. A list of attendees is provided in the Enclosure.

In the NRC staff's introductory remarks, the staff noted that the slides prepared by the licensee for the meeting contained summaries of proposed responses to outstanding requests for additional information (RAls). The staff stated that the discussions during the meeting would not in any way represent the staff's endorsement of approval of the proposed responses. The staff further noted that, following the licensee's formal docketing of the RAI responses, the NRC staff would follow its normal review and evaluation process for the proposed licensing actions.

Further, the NRC staff indicated that it would not be making any regulatory decisions during the meeting.

Meeting On September 25, 2014, the NRC staff held a public meeting with SCE to discuss proposed changes to the Emergency Preparedness Plan for SONGS, including an overview of the licensee's proposed response to the NRC staff's September 18, 2014, RAls (ADAMS Accession Nos. ML14248A590 and ML14248A560) on the SONGS Permanently Defueled Emergency Plan and Emergency Action Level license amendment requests (LARs). The licensee's meeting slide presentation can be found at ADAMS Accession No. ML14272A415.

Prior to the discussion of the specific proposed RAI responses, the licensee identified the major differences between the emergency plans for an operating plant and a decommissioning facility.

The licensee stated that the operating plant emergency preparedness plan comprises a multi-faceted approach that addresses a wide variety of emergencies that could affect public health and safety, while the decommissioning plant emergency preparedness plan focuses on addressing low-consequence, limited impact emergencies. The licensee stated that notable

emergency preparedness plan attributes for a decommissioning plant include: 1) no formal offsite radiological emergency plan, 2) no emergency planning zones, 3) no alert and notification systems, 4) no evacuation time estimates, event classification levels limited to notification of an unusual event and alert, and 5) streamlined emergency response organizations, among others.

During its presentation, the licensee summarized its proposed RAI response to clarify the scope and depth of the planned response. The NRC staff provided feedback and asked questions throughout the presentation. The staff noted that its decision on the LARs would be based on the Commission's direction on the SONGS emergency preparedness exemption requests, which were under staff review and were not discussed during the public meeting. The licensee subsequently submitted its responses to the NRC RAls on October 21, 2014 (ADAMS Accession Nos. ML14345A338 and ML14297A016), which are currently under review by the staff.
