SUMMARY
ON THE REACTOR OVERSIGHT PROCESS HELD ON JUNE 14, 2006 On June 14, 2006, the staff hosted the monthly Reactor Oversight Process (ROP) working group public meeting. The attendance list for the meeting is contained in Attachment 1. The agenda for the meeting is contained in Attachment 2.
The participants discussed Mitigation System Performance Index (MSPI) implementation, guidance interpretation issues, and the need for additional industry MSPI training. Nuclear Energy Institute (NEI) stated that a decision has not yet been made whether to pursue additional broad based communications with the industry. The working group agreed that resolving feedback early will help prevent an excessive number of frequently asked questions (FAQ) relating to MSPI. Other topics discussed included the schedule for issuance of the Regulatory Information Summary (RIS) and the Temporary Instruction. The staff committed to putting the MSPI training information on the publically available portion of the NRC web. The working group also agreed that the next meeting will include a discussion of MSPI lessons learned and two guidance interpretation issues. The two issues will be drafted outside of the meeting and brought forward for discussion at the next meeting.
Safety culture transition and implementation issues were also discussed. The staff noted that the SECY on safety culture and the safety culture training presentation are both available on the public web site. The staff noted that the RIS will likely be issued next month and the inspection procedures will be on the public web site prior to the end of this month, along with resolution of industry comments. During the meeting, NEI announced they are preparing a letter to highlight the industry concern with safety culture implementation issues, such as an observed increase in the number of cross-cutting issues and slippage of safety culture related dates.
In the security area the staff stated that a commitment has been made to the Commission to run a pilot of both the staff and the industry proposals for the physical protection significance determination process (SDP). Also, the staff noted that a SECY is being drafted which proposes elimination of the security performance indicators (PI).
The draft PI for scrams with complications was presented. A more detailed discussion will take place next meeting, with the intent to move forward towards implementation. Prior to the next meeting the staff and NEI will draft a schedule of activities necessary to implement this PI in January 2006. Some of the activities include revising NEI 99-02, issuing a RIS, revising the INPO database, evaluating enforcement discretion, and training of staff and industry.
The industry Safety Performance Assessment Task Force submitted two frequently asked questions (FAQ) for presentation. The first was 61.1, ERO Participation Credit for Security Related Drill or Exercise. This FAQ was presented, revisions were proposed, and it will be represented and discussed in the next meeting. The second FAQ was 61.2, Appendix D - San Onofre. This FAQ was presented, discussed and approved for immediate implementation with a minor revision.
During the meeting it was noted that the staff is resolving both the definition change for performance deficiency, and the 50.65 (a)(4) fire risk assessment issue.
The next meeting of the ROP Working Group will be July 19th, 2006.
