FACILITIES:
SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 (SONGS 2 AND 3)
SUBJECT:
MEETING WITH REPRESENTATIVES OF SCE FOR SONGS 2 AND 3 A meeting was held on Wednesday, July 12, 2007, between the Nuclear Regulatory Commission (NRC) staff and SCE, the licensee for SONGS 2 and 3. The meeting was held at the request of the licensee to provide to the NRC staff an overview of the various aspects of its Amendment Request PCN-548, Revision 2: Battery and DC Sources Upgrades and Cross-Tie.
The notice for the meeting was issued on June 29, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071800205).
After the review of the amendment application dated March 3, 2007 (ADAMS Accession No. ML070930597), the NRC staff, in its Request for Additional Information (RAI) dated May 15, 2007 (ADAMS Accession No. ML071300500), listed 12 questions. The meeting was to clarify the information requested in the RAI, address the concerns raised, discuss the template for the next submittal, and understand schedules for submitting the additional information. The responses to all the 12 questions were discussed. Additional clarifications, as explained below, for Questions 7, 9, 10, and 11 and the schedules are provided below.
Question 4 requested basis for the proposed 7-day battery charger Completion Time (CT) when using a non-1E battery charger. The licensee will detail the "alternate means" that are being credited and decide the appropriate location (i.e., Technical Specifications/License Condition/Commitment/Bases).
In its response to Question 9 which requests description of the "margins available" for specific Actions and CTs, the licensee will use the wording from an appropriate like-application (e.g., LaSalle).
In response to Question 10, the licensee will provide the needed justification and basis for the listed Limiting Conditions for Operation instead of saying "consistency with TSTF-360 or IEEE 350".
With reference to the discrepancy between the license amendment request and the Updated Final Safety Analysis Report (UFSAR) in the area of Class 1E battery chargers, addressed in Question 11, the licensee will provide the basis and technical impact for the "24-hour" statement and change other documents (such as the UFSAR), as needed.
The licensee's schedule for submitting its response to the RAI, addressing all the 12 questions in the RAI, is 3 weeks from the date of the meeting (by August 3),
and the next submittal, a total revamp superceding the March 30, 2007, submittal, in mid-September, 2007. is the list of attendees. Enclosure 2 is the agenda for the meeting, included in the meeting notice. There was no handout from the NRC staff.
