The letter does not meet the requirements of 10 CFR S2.714 for consideration as a petition for leave to intervene since (1) it is unti.T.ely without a showing of " good cause" or a discussion of the other factors listed in 5 2. 714 (a) (1) (ii-v) ; (2) it fails to set forth an interest and how that interest will be af fected by this proceeding as required by S2. 714 (a) (2) ; and (3) it does not provide a list of contentions to be litigated as required by S2. 714 (b) .
