Dear sir:

I wish to request an opportunity to appear before the Nuclear Regulatory' Commission to express views concerning the request for permit of Houston Lighting & Power Co. for the Allen Creek Plant, to be located near Wallis, Texas.

Specifically, I:wish to appear on January 14 or 15, 1981, when such hearing is held at the University of Houston. I believe a time period on the order of five to ten minutes should be ade-l quate for the statement of my views.

nature of my remarks will be basically as follows: The proposed site is appropriate; more distant siting would be inappropriate for a number of. reasons; the need for additional generating capa-city maks's the construction of the facility necessary; and while every sort of energy production entails risk, the risk of the pro-posed facility is less than that of other courses of action and is greatly outweighed by the advantages of granting the permit.
