By letter dated October 2, 2009, FPC provided responses to RAIs B.2.37-1 and RAI 3.3.2.2.6-1. RAI B.2.37-1 requested information related to the Carborundum Monitoring Program and RAI 3.3.2.2.6-1 requested information on how the applicant planned to manage the aging effects of Boral in the spent fuel pool. The staff sought clarification on the use of weight loss to determine the acceptability of the Carborundum spent fuel pool material. The staff also sought clarification on the licensee's plan for monitoring both Carborundum and Boral in the spent fuel pool for the period of extended operation including: determining a baseline as a reference point for determining the trend of neutron absorption material loss, the frequency of inspection, and the Florida Power Corporation type of inspection that will be implemented. The staff may consider issuing additional RAIs related to the applicant's plans for managing the aging effects of the spent fuel pool neutron absorbing materials.

SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON OCTOBER 28, 2009, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND FLORIDA POWER CORPORATION, CONCERNING LICENSEE RESPONSE TO A REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Florida Power Corporation (FPC) held a telephone conference call on October 28, 2009, to discuss the applicants response to a request for additional information concerning the Crystal River Unit 3 Nuclear Generating Plant (CR-3) license renewal application. The telephone conference call was useful in clarifying the applicants response to requests for information (RAIs) related to neutron absorption materials in the spent fuel pools at CR-3.

The staff also sought clarification on the licensees plan for monitoring both Carborundum and Boral in the spent fuel pool for the period of extended operation including: determining a baseline as a reference point for determining the trend of neutron absorption material loss, the frequency of inspection, and the

Florida Power Corporation type of inspection that will be implemented. The staff may consider issuing additional RAIs related to the applicants plans for managing the aging effects of the spent fuel pool neutron absorbing materials.

The enclosure provides a listing of the participants.

The applicant had an opportunity to comment on this summary.
