Dear Mr. Knudson:

NPDES Permit No. LA0042731 River Bend Station - Unit 1 Gulf States Utilities Company (GSU) hereby requests modification of permit requirements for Outfall 001 of NPDES Permit No. LA0042731. Revision of Outfall 001 - cooling tower blowdown and previously monitored low volume water - is needed to continue use of zinc in a water treatment program.

In response to GSU's May 25, 1988 request, Administrative Order Docket No.

VI-88-238 was issued by you to allow the evaluation of zine salts as a cooling water treatment chemical. Under the terms of the Administrative Order, GSU has been testing zinc in various combinations with other additives for mild steel corrosion inhibition since October, 1988. Results from nine months of testing indicate that zinc contributes to reducing mild steel corrosion rates in our service and circulating water systems. During the same period we have complied with effluent limitations established for Outfall 001 in the Administrative Order.

GSU, therefore, asks that a revision of NPDES Permit No. LA0042731 be issued establishing effluent limitations for zinc in Outfall 001 of 1.0 mg/l daily average and 1.0 mg/l daily maximum, with a monitoring l

l requirement of once per week by grab sample. These conditions are consistent with the provisions of 40CFR423.
