Dear Ms. Ballard:

We have attached a revised flow diagram as a result of our meeting with you at River Bend Station on October 5,1998. Also based on our conversation, we are submitting the following changes to the permit renewal application:

1. Renumber the internal outfalls as follows:

- Internal Outfall 201 (Former 004)

I Internal Outfall 301 (Former 102) o Internal Outfall 101 (Former 002)

2. For the Outfall 101 (Former 002) description, Low Volume Treated Wastewater, change solid waste dewatering to filter press effluent and delete the standby cooling tower as a wastewater source.

3. In regard to the description for Intemal Outfall 201 (Former 004) and the flow diagram, low volume wastewater from the diesel generator building sump is only ,,

4. Add Internal Outfall 207 for the intennittent discharge of vehicle wash wastewater. The outfall location is at Latitude 30' 45' 31", Longitude 91* 20' 5" prior to commingling with any other waters of Outfall 007.

5. Delete Outfall 003, Low Volume Wastewater, and combine into Outfall 006.

6. Delete Outfall 008, Hydrostatic Test and Flush Wastewater, and combine into Outfalls 006 and 007 as maintenance wastewaters.

7. Change the description of Outfall 006 to include low volume wastewaters and maintenance wastewaters since Outfalls 003 and 008 have been combined into Outfall 006.

8. Change location of Outfall 006 to Latitude 30* 45' 31", Longitude 91* 20' 5".

9. Change the description of Outfal! 007 to include maintenance wastewaters since Outfall 008 has been combined into Outfall 007.

10. Remove the oil & grease monitoring requirement from Outfall 001, Cooling Tower Blowdown. This requirement was self-imposed in an effort to identify equipment maintenance problems during the early stages of plant operations.

Based on equipment performance over the past years and the long-term average oil & grease result of 1.19 mg/1, we have concluded that this monitoring requirement no longer serves a useful purpose to River Bend Station. Therefore, removing the oil & gmse monitoring requirement at this outfall will have no impact on water quahi.,.

I1. Change the chronic freshwater whole effluent toxicity biomonitoring to acute freshwater whoe :ffluent biomonitoring at a frequency of semiannual.

12. In regard to the temperature discussion for Outfall 001, the proposed power uprate at River Bend Station is planned in the year 1999.
