RESTART OF UNIT 2 R gion III (Chicago) authorized restart of Unit 2 on August 7, 1986, lifting the hold on operations imposed by a Confirmatory Action Letter issued June 2,1986, after the reactor water level switch problem occurred (reference PN0-III-86-52, 52A, and 52B).

The licensee began pulling control rods on August 8, 1986.

During the outage, the Village of Seneca, Illinois, announced it was withdrawing from emerg;ncy planning activities for the LaSalle site and filed a petition under 10 CFR 2.206, se: king to prevent the restart of the plant. On August 6, 1986, the Director, Office of Inspection and Enforcement, issued a decision, finding that no immediate action was n:c:ssary to suspend the operation of LaSalle, but that certain emergency planning issues would be reviewed further.

Tha resident inspectors will monitor the licensee's startup activities and the testing of the reactor water level switch efficacy.

The State of Illinois will be informed.

There has been news media interest in the startup decision.
