Subject:

JURISDICTIONAL STRIKE The licensee reported that at 7:00 a.m., on February 22, 1977, pickets from the Cement Masons, Local 297, Ottawa, Illinois, placed at the construction site stopped all construction activity.

The licensee anticipates this 111egn1 jurisdictional strike may last the remainder of the week.

l The jurisdictional dispute arose from a work assignment made January 5, 1977, by a site contractor assigned to work of grouting the generator base plates to the mi11 wrights.

(Grouting was scheduled to start today.) The licensee stated this work is considered critical and the delay will affect the established j

schedules.

No violence has occurred, only the normal threats and acts of intimidation.

1 Region III received notification of this occurrence by telephone from Site Project Superintendent, at 9:30 a.m., on February 22, 1977.
