LaSalle Nuclear Power Station Notification of Unusual Event Docket Nos. 50-373 & 50-374 Alert Seneca, IL Site Area Emergency General Emergency XX Not Applicable Subj ect: ILLIN0IS ATTORNEY GENERAL REQUESTS SHOW CAUSE PROCEEDING The Illinois Attorney General has issued a request to the Director, Office of Nuclear Reactor Rugulation under 10 CF5; Part 2.206 to institute a show cause proceeding against Commonwealth Edison LaSalle Units 1 & 2. The request seeks suspension of the NRC's consideration of a fuel loading and low power testing license for Unit 1 and the suspension of all operating license proceedings for Units 1 & 2 until the Commission investigates the structural integrity of the units. The Attorney General additionally requests a hearing in the show cause proczeding and requests that Illinois be admitted as a party to that proceeding.

The Attorney General's action is based on an affidavit from a driller who was employed at the LaSalle station from July,1978 through July,1980. The driller alleges that it was a  !

regular practice of electrical contractors to drill through rebars in concrete when drilling holes for electrical conduits and anchor bolts. Also submitted was a second affidavit from Dale Bridenbaugh of MHB Techr.ical Associates, a ntalear engineer, who stated there is cause to investigate drilling practices because of the alleged potential failure of structures or systems to perform their safety-related functions under scismic or accident conditions.

Region III will review the allegations once the Illinois Attorney General's request is received.

The current estimated fuel loading date for Unit 1 is about April 15.

Copies of the Attorney General's request have been mailed to NRR and Region III. The Attorney General issued a press release on this subject on March 25, 1982, Neither the licensee nor Region III are planning a press release. There has been Chicago area news media interest. Region III is responding to inquiries.
