SUBJECT:

SM0XING INSULATION IN CONTAINMENT On May 10, 1986, while the unit was starting up, a containment smoke alarm was received in the control room. The reactor was manually shut down. Licensee personnel investigated and found smoke in the IB forced circulating pump room. The smoke was from insulation on the discharge piping. The smoldering fire was extinguished by licensee personnel with no apparent damage to any equipment. The smoke was determined to have been caused by penetrating oil, used on a bypass valve during the recent outage, which had dripped on the pipe insulation. Heat from the pipe caused the oil to begin smoking, but there were no apparent flames.

The licensee has replaced the insulation. After conferring with Region III (Chicago), the licensee resumed plant startup activities.

The State of Wisconsin will be informed.

Region III was notified of the fire at 3:07 a.m., May 10,1986.
