P NOTICE OF VIOLATION Dairyland Power Cooperative Docket No. 50-409 As a result of the inspection conducted on January 5-26, 1987, and in accordance-with the " General Policy)and Procedures for NRC Enforcement Actions," 10 C Part 2, Appendix C (1985, the following violation was identified:
10 CFR 50.49 Paragraph (f) requires each item of electrical equipment important to safety to be qualified by testing and/or analysis.
10 CFR 50.49 Paragraph (j) requires a record of the qualification documentation of EQ equipment to be maintained in an auditable form to permit verification that the equipment is qualified for its application and meets its performance requirements during an accident.
Contrary to the above, the EQ file for the GE RTV sealant did not contain sufficient testing or analysis to permit verification that the RTV-11 and RTV 615 sealants were qualified for a steam environment during a design basis accident inside the containment. These sealants are used in various l
applications in the plant to prevent moisture intrusion from compromising the safety function of associated EQ devices. Additional documentation was subsequently provided by the licensee to mitigate NRC concerns regarding the environmental qualification of these sealants; however, the inspectors concluded that the licensee had not qualified these sealants prior to the November 30, 1985 EQ deadline.
This is a Severity Level IV violation (Supplement ID).

The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
