/.s a result of the inspection conducted on December 17 ar.d 30,1986, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NP.C Enfcrcement Actions (1985), the following violaticn was identified:

10 CFR 50, Appendix B, Criterion III, as irrplemented by Dairyland Power Cccperative LACBWR Cuality Assurance Prograrr. Description,Section III,

" Design Ccr. trol and Review," requires measurcs to be established for the review, evaluation and approval of all design changes governir.g safety-related structures, systems, or components.

Contrary tc the abcVe, pipe support locaticns for the High Pressure Core Spray '

Systen were modeled incorrectly in the analysis and additional loads attached to scir.e of these supports were not evaluated by engineering to detennine there acceptability.

This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, ycu are required to submit to this office within thirty days of the date of this Notice a written statement (1) corrective action cr explar.cticn taken in reply, and the results including)for achieved; each violation:
