PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-85-65 Date July 30, 1985 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without veri-fication or evaluation, and is basically all that is known by the staff on this date.

Callaway Nuclear Plant Notification of an Unusual Event Steedman, M0 65077 Alert Site Area Emergency Docket No: 50-483 General Emergency XX Not Applicable Subjtct: POSSIBLE TAMPERING On July 29, 1985, the licensee reported a possible tampering incident involving the overcurrent relay for Containment Spray Pump 18. The pump had failed to start twice during routine quarterly surveillance testing. Licensee personnel discovered that the overcurrent ralay for the pump may have been tampered with--the trip set point was set at 19.6 amps instead of the normal 40-amp setting.

Th2 relay is enclosed in a box, secured with a lead-wire seal. The seal appeared to have b u n removed and replaced, and a corner of the black plastic cover of the box was broken.

Th3 set screw lock nut was found to be loose, and the set screw itself had been turned in approximately five turns, thus changing the trip set point.

Thn pump had been last tested in April 1985, and a records review showed that there had been no recent maintenance on the pump or relay. After the incorrect relay setting was discovered, the licensee reset and tested the relay and successfully tested Containment Spray Pump 1A.

Tha licensee has intensified security and directed operating personnel to be alert for other possible problems. An investigation is underway.

Region III (Chicago) will dispatch an inspector to monitor the investigation, which is abo bring followed by the Resident Inspector. The NRC Information Assessment Team has bes1 informed cf the incident, and the licensee has notified the local Federal Bureau of Inv:stigation and the Callaway County Sheriff's Department. They declined participation at this time.

The State of Missouri will be notified.

Region III was notified of the incident at 2:35 p.m. (CDT), July 29, 1985, by the Headquarters Duty Officer. This information is current as of 11:00 a.m. (CDT),
