March 22, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-57 This preliminary notification constitutes EARLY notice of an evant of POSSIBLE safety or public interest significance.
The infonnation presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
FIRING OF ALLEGER The RIII inspector on site was notified that Daniel International had terminated Mr. William Smart as of 10 a.m., March 21, 1978, for failure to perform work orde ed by his foreman (i.e., to bend reinforcing steel).
Mr. Smart is an ironworker and has held positions from journeyman to general foreman in that craft at the Callaway site.
He has directly, or through Ms. Kay Drey, a nuclear critic, contacted RIII o'n frequent e
occasions concerning the quality of construction work at Callaway.

Following his firing, Mr. Smart told 'the RIII inspector he had not heard

the foreman's instructions to bend a rebar.
He also indicated that he

would have no reason not to obey.
He said that if he felt the bending was incorrect he ce"1d later contact RIII as in the past.
Ms. Drey contacted
