The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

PLANT THREATCNED At approximately 11 p.m. (CST), March 12, 1986, an unidentified male made an announcement Cver the internal plant PA system to " evacuate the containment, evacuate the containment."

The operations shift supervisor determined there was no need to evacuate the containment and imediately made an announcement over the same comunications system to that effect. The pl:nt has been in cold shutdown since February 28 for a refueling outage. There are approximately 500-600 additional construction workers on site.

At 1:22 a.m. (CST), on March 13, 1986, a call was received in the Control Room (it is undet:rmined if the call originated on or off site) and an unidentified male stated "I just want to let you know I intend to sabotage this plant." The caller was transferred to the shift supervisor who was told "The earlier announcement to evacuate containment was only a first, By the time I finish throwing switches in this plant, there will never be another nucicar plant built in the State of Missouri." The caller hung up. It is not known if the same individual made both calls.

The licensee imediately implemented security contingency plan measures for a comunicates threat and increased its security measures. An investigation is in progress. Two Physical Sec:rity Inspectors are on site today to review the licensee's actions and continuing investigation. The NRC's Safeguards Information Assessment Team was notified.

The State of Missouri will be notified.
