Marcn 29, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-13 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

At approximately 8:00 p.m. on March 28, 1978, a guard received a telephone call from a female caller. She alleged that a bomb had been placed in the Reactor Building but did not specify any time for detonation.

During the conversation she called the utility personnel " pigs" and castigated them for " ruining the environment." The caller claimed to be a member of the Symbionese Liberation Army.

Workers on the site were alerted to the bomb threat and were given the option to evacuate. A search of the Reactor Building by construction and protective personnel failed to disclose any suspect devices. Normal construction activities continued.

Callaway is under construction (12.4% completed) and is located approximately 30 miles northeast of Jefferson City, Missouri. A previous bomb threat had been received at this site on March 2, 1978 (Reference PNS-78-09).

Notification of this threat was not made by the licensee to the LLEA although they were encouraged to do so by RIII.

RIII notified the Chicago Office of the FBI and local BATF office in C /

accordance with previous agreements.

No Press Release is planned by the licensee nor RIII (Chicago). l

Notification of this incident was received from the QA Manager of Union Electric Company at 7:20 a.m. on March 29, 1978.
