47/?8 PRELIMINARY NOTICICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-86-36 Date April 15, 1986 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety cr public interest significance. The information is as initially received without virification or evaluation, and is basically all that is known by the Region III staff on this date.

RESTART FOLLOWING REFUELING OUTAGE The plant resumed operation at 4:15 a.m., April 15, 1986, following its first refueling cutage, which had begun February 28, 1986. The Senior Resident Inspector was in the control rcom and witnessed criticality. Region III (Chicage) management representatives were onsite prior to startup and reviewed the licensee's readiness to start up. Activities during the outage included several modifications to enhance the plant's reliability and the installation of additional instrumentation for radiation level monitoring and for recording of r: actor conditions.

Region III security inspectors have reviewed the licensee's actions in response to sabotage threats received by the licensee during the outage (reference PN0-III-86-22 and 22A). There hava been no additional threats since March 14, 1986, and no abnormal conditions have been cbs:rved. The licensee took prompt action to upgrade its security measures at the plant and has continued a heightened security awareness.

Th:re has been some news media interest in the threats and in the plant's resumption of op2 rations.

The State of Missouri will be informed.
