INITIAL CRITICALITY Millstone 3 achieved initial criticality at 10:00 p.m., January 23, 1986. The criticality boron concentration was 1591 ppm, 32 ppm above the predicted boron concentration, and well within the Technical Specification maximum margin of 100 ppm-The approach to criticality was observed by Region I resident and region-based inspectors. Licensee performance of this evolution was deliberate, carefully controlled, and without incident.
