LOSS OF BOTH TRAINS OF RHR This updates the loss of both RHR trains at Wolf Creek on December 9, 1987.

The emergency diesel generator for Train "A" was being test run on December 11, 1987. During this test, the woodward governor mechanical controls were observed to move. Invest'igation by the licensee revealed a previously undetected failure in the governor. The licensee has now determined that there was no tampering with the diesel. The licensee is evaluating the failure of the governor for generic i applicability. A woodward technical representative is expected onsite December 14, 1987.
