PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-78-48 kJ This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially re:eived without verification or evaluation and is basically all that is known by IE staf f as of this date.
I FACILITY:
Waterford Steam Electric Station, Unit No. 3 Louisiana Power and Light Company St. Charles Parrish, Louisiana DN 50-382
SUBJECT:
Bomb Threat On Sepember 29, 1978, the licensee received two (2) bomb threats at the Waterford, Unit No. 3 construction site.
The first threat was received by the site security staff at 12:30 a.m.
in which a male voice stated, "This G-- D--- place is going to blow up in one hour." The county Sheriff's department was promptly notified.
The site was evacuated and a subsequent search did not reveal any bombs.
The second threat was received by a secretary at Tompkins-Beckwith Co.
(on site piping contactor) at 12:37 p.m.
A male voice stated, "I'm

calling from New Hampshire and I'm going to blow this G-- D--- place up."
The licensee stated that no evacuation nor search was initiated after the second call.
The licensee indicated that the local FBI was notified on October 2, 1978.
The IAT was notified.
No press release was made or planned by the utility or RIV.
O Region IV (Arlington) received notification at 3:10 p.m. on October 2,1978,

and the local Bureau of Alcohol, Tobacco and Firearms was notified by the

Region IV staff on October 2, 1978.
The site construction progress is currently reported as 46.3% completed.
