April 4, 1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-77-15 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: Waterford Steam Electric Station, Unit No. 3 (DN 50-382),

Louisiana Power' and Light Company.

SUBJECT:

BOMB THREAT.

At 7:20 a.m., April 1, 1977, a fourth telephone bomb threat was received by a plant security guard. The caller, who spoke with a local southern accent, stated, " Yeah, you had a chance yesterday, you all blew it.

Today it's gonna be the day-I'm telling you all we gonna blow that place down all the way."

The guard asked, "Who is this?"' The caller responded, " Don't worry about it."

The caller was thought to be a male, about 30 years old, used peculiar grammar and spoke in a calm deliberate manner. The licensee has a tape recording of the call.

A search of the site did not reveal a bomb. The local sheriff was notified.

Currently working on the case are: one FBI agent, one treasury agent, and two detectives from the local sheriff's office.

Site security has been augmented for the coming weekend. The licensee is installing tracing and

. recording equipment on the site telephone switchboard.

Media interest has not been evident. A press release is not planned.

Region IV (Arlington) received notification at 9:10 a.m., April 1, 1977, from the licensee's site QA Engineer.
